With the loans for many highways having been paid off, toll charges are
expected to be canceled or reduced. For example, in the year 2005, the Jing-shi
highway connecting Beijing and Shijiazhuang accumulated RMB 1.7 billion in toll
fees. After paying off the highway’s loan principal and interest, almost RMB 600
million were left. The government could thus lengthen the payment period or
construct a new system of tolls with different prices for various spaces, seasons and
times (Cai 2008)
