Designers are also required to give priority to measures that will protect all persons who may be involved in construction or cleaning at any time, and persons who may otherwise be affected by the work.
The duty of the designer is limited to risks that the designer could reasonably be expected to foresee.
The regulations are limited to actions that take place after a definite decision to build has taken place. They do not apply to feasibility studies.
The designers are required to communicate the health and safety aspects of the design to the CDM Coordinator, for incorporation into the health and safety plan. This will allow the CDM Coordinator to avoid or reduce risks by co-ordinating design and planning activities.
