installed on the site originally set aside for it (which, in the meantime,
had been reoccupied by lottery sellers) and an annual commemoration
began to be held there in October. After several false
starts, and despite the military’s continuing opposition, in 1998 the
then Prime Minister, Chuan Likpai, announced the government’s
intention to build the memorial in order to commemorate also the
victims of ‘Black May’.
