Many industry uses have inherent off-site impacts due to the nature of their operation. In some situations technology is available which aids in mitigating pollution emissions at the source. However, even when the best available technology is used, there are still often technical limitations, which can result in industrial hazard and pollution emissions beyond the property boundary of the industry. It is therefore unrealistic to condition to limit emissions to within the development site. The new approach addresses this issue by incorporating appropriate separation between incompatible land uses into the planning framework using a number of methods.
