As per previous discussion, it should take a week or less.
If it take up to 3 weeks, I think it had no benefit to go for direct payment. Further to that, the original copy of the invoice still on their way to here.
I worry bank will take even longer than 3 weeks.
Due to many potential issue that may impact our payment schedule, I would suggest we go for usual payment method, then claim from SCB later. This will ensure we do not have problem on Mar 2015 shutdown plan.
