Community empowerment process is a form of social change. Friedmann (1992) explains that the process of empowerment can be done individually or collectively (group) because this process tend to be rated as the form of most effective empowerment. Furthermore, the process to empower community can be done in stages through three phases (Pranaka & Prijono, 1996), namely:
a) The initiation phase is all the processes of empowerment comes from the government, and the people only implement what is planned and desired by the government and remain dependent on the government.
