though themultipliersweredesignedtorepresentthe
competitivenessoftherenewableenergytechnologiesbyin-
corporatingnotonlythecostsoftechnologiesbutalsootherfac-
tors,suchaspotentials,specialcharacteristics,environmental
regulations,andsocialacceptances,theotherfactorswerequali-
tativelyreflected. Asaresult,thepolicyfailedtoobtainapositive
evaluationsincesolarPVwasoverlydeployedbutonlysmallca-
pacities ofothertechnologies,suchaswind,weredeployed,con-
trary tothenation’s expectation.Ournewmethodologycan
quantitativelyanalyzetheeffectsoftheotherfactorsoncompe-
titiveness,soitcanbeutilizedtoattainamoreefficient designof
the RPSpolicy.
