Such misconceptions can arise because GIS, GPS (Global Positioning System), LIS (Land Information System), RS (Remote Sensing) and AM (Automated Mapping) are interrelated and often mistaken for each other, especially in developing countries where the technology is not as widely known or understood.This lack of understanding gave rise to protectionism and rivalry among the BLIS government agencies which were competing for budgets to develop their own computerized systems. In this environment a powerful authority with a misconception may get control over the budget and obstruct useful developments in other organizations.
