Free minds for free humans is in the tradition of the liberal democratic ideal. Accordingly, freedom of thought and expression is a crucial concern of education in a democracy and of the human resource function responsible for its attainment. If children and youth are to be free to learn, the teacher must be free to teach. By protecting one freedom, the system seeks to ensure the other. Although data are not available to indicate the full extent of problems relating to academic freedom in educational institutions, there is considerable evidence that threats to the intellectual, political, and personal freedom of the teaching community do exist.
