The design of the Rally fork has the brake forces and suspension forces coupled. If you increase the braking force it will dive more, if upgrade the spring to counter the dive then the suspension is topped out when not braking.
If you want a disk, then the PK/PX fork is the way to go. You could also go with a bajaj fork, with antidive, they work really well.
