1. INTRODUCTION
1.1 General
1.1.1 This document provides the MRTA’s Requirements for the operation and maintenance of the MRT Purple Line, Khlong Bang Phai Station to Tao Poon Station Section during the Design-Build Period (Phase 1 of the Agreement) and the Operation Service Period (Phase 2 of the Agreement).
1.1.2 These O&M General Performance Requirements stipulates the performance requirements for the operational and maintenance of the MRT Purple Line, Khlong Bang Phai Station to Tao Poon Station Section which shall be reflected in the design and supply of M&E Systems. Fulfilment of requirements shall be demonstrated during daily operation and maintenance, from commencement of revenue service through to the end of the Agreement Period.
1.1.3 The purpose of this document is to ensure that the Concessionaire shall design, construct, operate and maintain a quality Railway System during the entire Agreement Period that provides a safe, secure, clean, efficient, reliable, frequent and comfortable means of transport, which meets the MRTA specified requirements.
1.1. 4 The Particular Specifications contained in Annex 5 are based upon the operational requirement set out in O&M General Performance Requirements.
1.1.5 In all matters and at all times the safety of the public and the safety of the staff engaged by the parties to this Agreement shall be paramount.
1.2 Abbreviations and Definition
1.2.1 Abbreviation and Definition relevant to this document is contained in the Concession Agreement and General Specifications.
1.2.2 The following expressions shall have the following meanings:
“Agreement Spares” means the set of spares provided by the Designated Contractors which will be made available to the Concessionaire and the spares provided by the Concessionaire under the Agreement upon the commencement of Trial Running.
“Applicable Timetable” means the train timetable prepared by the MRTA and used by the Concessionaire to provide timing of train movements which is not available to the general public. Each timetable for train services operating on the Purple Line shall be developed based on the System Operating Plan.
“Commercial Operations Date” means the date stated in the Commissioning Certificate to provide service to the fare paying public over the whole of the Railway System.
