The emphasis on people as strategically important to a
firm’s success has contributed to the interaction and convergence of strategy and HRM
issues. There has been considerable debate over whether HRM practices can provide SCA.
Individual HRM practices may be imitable but HRM systems and routines, which develop
over time, may be unique to a particular firm and contribute to the creation of specific human capital skills
Employee behavior also forms an independent component of SHRM that affects SCA.
