A circulation plan was drawn showing the best possible movement pattern to create better access to the subways and to make traffic and people move more smoothly at street level. In addition an upper level pedestrian shopping concourse was planned wich pridges connecting the buildings to the plaza level of the World Trade Center on the north and to the plaza le vel of Battery Park City a major housing development already planned for the land-fill in the Hudson River immediately to the west of the special district.
Each block was then studied separately to determine which improvements were essential if the overall plan were to work and which additional elements were desirable if the developer wished to create them.
