As the first part of this chapter shows, it is difficult to always predict exactly how
many (if any) new employees the organization will have to hire in a given year in
a given job category. The role of human resource recruitment is to build a supply of
potential new hires that the organization can draw on if the need arises. In human
resource management, recruiting consists of any practice or activity carried on by
the organization with the primary purpose of identifying and attracting potential
employees. 26 It thus creates a buffer between planning and the actual selection of new
