English language learners with limited prior schooling require English Literacy
Development (ELD) programs, which combine language learning with accelerated
literacy development. Students who require ELD support in English will likely
require ELD support in all subject/curriculum areas. Given the appropriate
support and instruction in literacy development, ELLs with limited prior schooling
can transition from ELD to ESL programs. Over varying lengths of time, ELLs will
develop the level of English profi ciency that supports academic success and full
integration into mainstream programs.
