As interest in school voucher programs grows, the controversy that surrounds them grows as well.
In 1999 legal challenges were mounted against the voucher program in Cleveland, a statewide voucher program in Florida, and a proposed plan to award vouchers to private schools in Wisconsin, including those affiliated with religious groups.
Plaintiffs charged that these programs violated the tradition of separation of church and state. As we saw in the last chapter, the meaning of that fundamental concept is being redefined, and the case of vouchers is no exception.
Ultimately, a Supreme Court decision will be necessary to resolve the issue.
