Upon the occasion of the Sixtieth Anniversary of His Majesty's Accession to the Throne, the Office for National Education Standards and Quality Assessment (Onesqa), in collaboration with the committee at the Nesab, the National Economic and Social Development Board (NESDB), the Ministry of Education, and the Thai Education for Development Foundation, held the Onesqa Conference on November 3, at the Convention Center Hall, Impact Arena, Muang Thong Thani.
The conference contents emphasised Thai youth and human development, and establishing a comprehensive standard of quality for educational management. There were several activities for the yearly Onesqa conference, such as the honour awards ceremony; the break-out discussions with the senior experts; the symposia presenting the research findings, which were involved with human development under the Royal initiatives; development of standards for education and for educational reforms; and the King's Sixtieth Anniversary Exhibition, the theme of which was the "Education under His Majesty the King's Reign, the Father of the Nation".
For this special occasion, H.E. Dr Chirayu Israngkun na Ayudhaya, chairman of the sub-committee on Sufficiency Economy Promotion, was invited to make the opening address to the conference.
The lecture on "His Majesty the King's Philosophy on Sufficiency Economy: From Philosophy to Practise" was an essential and vital component of the conference, which led to Onesqa's thrust towards adopting His Majesty's Philosophy of Sufficiency Economy as a crucial plank in Onesqa's operational platform for 2006-2007.
Over the past 32 years, His Majesty has graciously encouraged the Sufficiency Economy Philosophy for Thai people, but no one has heretofore converted the philosophy into actual practice.
After the economic crisis of 1997, there was a refocusing on the Thai economy and emphases were placed on adopting a sufficiency economy. Recently, the National Economic and Social Development Board (NESDB) adopted the Philosophy as the guiding principle for its ninth national economic and social development plan.
The concept of sufficiency economy gives birth to a sustainable livelihood and a balanced way of life for the populace at all levels: family, community, and national. Sufficiency Economy stresses moderation and taking the middle path. It is as applicable to the rural areas as the highly developed areas, or the largest and the smallest industrial conglomerate. It is not, however, a "one-size-fits-all" policy, for each locality or corporate entity is different, due to broad diversity and other special attributes.
The Sufficiency Economy Philosophy is a guideline for solving problems. The guideline comprises three core elements with two special conditions. (See diagram below.)
Three core elements:
1. Sufficiency means moderation, not too much, not too little.
2. Reasonableness means that decisions must be logical, analytical and considerate.
3. Self-immune means to develop the nation (oneself and one's family) sufficiently so as to be able to withstand unwanted internal or external impacts.
Two special conditions:
Knowledge - the careful application of wisdom, intelligence, foresight and consideration for all the aspects of a given situation.
Virtue - this is perhaps the most important condition of all, and requires that the Thai way of life be forever based on patience, perseverance, diligence, integrity and prudence.
To achieve the Sufficiency Economy Philosophy, everyone in the designated eight groups - thinkers, academics, politicians, educational institutions, mass media, social communities, public officials, and private agencies - must adhere first and foremost to the principle of honesty and integrity.
We have always firmly hoped the Sufficiency Economy Philosophy doesn't remain in Thai people for only a short time, but that Thais would realise and understand the middle path approach by applying this philosophy in moderation as part of their everyday life. In that way, the Philosophy will help maintain a balance and sustainability in socio-economics, the environment, and in the culture of our country.
In summary, the participants in the conference were educated and entertained by many activities, including the discussions with the senior experts, the presentations at the symposia, and the exhibition honouring the sixtieth anniversary of His Majesty's Accession to the Throne.
And finally, according to the results from the questionnaires, the participants gained worthwhile knowledge and information and learned how to apply quality assurance techniques to all educational institutions and to their work in general.
