Free and Compulsory Education
Vietnam's constitution pledges, "Primary education (1-5) is compulsory and tuition-free". Butstudents has to pay for textbooks and uniforms and fees for sanitation, traffic guards,gardeners, pens, notebooks, and even to have the buildings repainted. Therefore, the freeeducation is not actually free, keep poor children out. The cost is higher in secondary schoolwhere institutions can always charge tuition.
