viewed as one chiefly concerning international markets, rather than agricultural
production for domestic consumption. Hence, in 1931 the Department
of Cultivation was moved from the Ministry of Agriculture to
the Ministry of Commerce, which had meanwhile been combined with
Communications into a single ministry. There the Department was renamed
the Department of Agricultural Research and charged with
responsibility to study foreign markets and find ways to produce more
crops suitable for export.
