The item construction workshop took place during a two-day conference set in a central
location in NYS scheduled in the early spring. The workshop focused heavily on the process to
create the items and using the rating instruments to establish content validity of the items. The
protocol that was established to generate the items based on specific criteria was thoroughly
explained to the participants. Feedback from the subject matters experts on the detail description
of CRT development was positive; most indicated that they have never had formal training in
test development and that it proved valuable to their classroom assessment practices.
