are will avoid a ‘one size fits all’ intervention. Identifying where problems
occur will help provide insights into the context, practices and malpractices,
skills and behaviours of stakeholders. Instead of maintaining, “the problem
is the bad school education”, rather define the problem as, “Government
high schools in rural areas (villages < 25,000 inhabitants) have a school dropout/
truancy rate of 20 % compared to the average of 5 %. 67 % of these pupils
have had no form of education or income for at least 18 months.” (Note those
facts are just sample statement, not based on actual statistic facts.)
