Since civilians at the reporting scene can perceive exactly
what is happening, they are able to provide, not only pictures,
but also incident information such as the number of injured,
dead, and type of emergency as shown in Figure 3. The
incident information of a single person might not be accurate
enough due to varied experience of the civilian. The
emergency response agency may need to analyze all reports
from different eyewitnesses including reporting from
traditional phone calls, civilian camera if exists, and other
environment information such as weather prediction.
