In national foresight programs, the government plays a sponsor role through the appropriate departments or ministries. The foresight process requires a combination of creative thinking about the future, eliciting export views on the future and constructing alternative futures to inform policy making. Foresight can be seen as a way to cope with the relentless change of the business environment. In addition, the use of foresight to create multiple product innovations often requires probing the future (andriopoulos and Gotsi,2006). The outcome of the foresight program is a series of policies, program, products, process and many other aspects of socio-economic activity, and networks of collaborators. The methods of foresight process include brainstorming, Delphi technique and scenario writing. These offer a means of identifying emerging opportunities and informing decisions on technology priorities.
