3. Methodology for risk evaluation in PTOM
The generic risk evaluation model shown in Fig. 2 is proposed to
determine and evaluate the level of risk factors associated within
ports and terminals in real situations. The proposed model is a
key part in a RM framework and can be implemented during of
any port to port or terminals’ risk evaluation processes via implementing
the following steps:
Step 1– Identification of the risk factors within the PTOM (See the
literature review).
Step 2– Developing a generic hierarchical structure based on the
risk factors (See Fig. 1).
Step 3– Determination of the global weights for risk factors using
the FAHP method (See Table 1).
Step 4– To use FST and belief degree concept to measure the risks
level of ports in real situations (See sections 4 and 5).
Step 5– To use ER approach by help of IDS software to aggregate
the results obtained in step 3 and step 4 (See section 6).
