In 1997, the UN Human Rights Commission approved of a set of principles that were recommended
by the UN Special Rapporteur Louis Joinet in his report on the question of the impunity of
perpetrators of human rights violations.1 These principles call for efforts in four areas that
subsequently became recognized as the main pillars of an holistic approach to dealing with the past:
• the right to know
• the right to justice
• the right to reparations
• the guarantee of non-recurrence.
