Until Stage 2 is signed off, the developer still has to meet all the Public Service costs himself. He agreed to that in the licences. And this is the Law of Thailand.
With the caveat that I am not a lawyer (although we do have barrister and lawyers in my family), and this is just a personal but informed view, I cannot see any reason why it is not accurate based on current information that is in our possession. I have challenged Palm Hills Management on this and received a reply on the matter from k. Supha (see Attachment 5). I have told her I do not agree with the views in this note.
