The new ANC government embarked on a substantive overhaul of the labour
market in 1995, and a Labour Market Commission was appointed to examine
and make recommendations on, among others, reforms to the entire
labour relations framework. The outcome of this exercise was the Labour
Relations Act (66 of 1995) (LRA) which removed many of the limitations
and weaknesses of the apartheidera, and introduced a host of innovative features
in industrial relations, including an elaborate dispute resolution mechanism
and new methods of collective bargaining.
