E-procurement system depends significantly on the effectiveness of the procurement process that requires suppliers to have internet access and an appropriate system to obtain data from the customer. E-procurement system of PT. PLN used various types of 'company hub' ('buy-side') where the catalogs, suppliers, and ordering system were hosted by the buyer. The transactional governance structure adopted may affect the buyer and supplier relationships. Impacts of transactional
governance structure may include increased communication with suppliers, transparency of the sourcing and supply processes, improved supplier compliance, improved aggregation of demands, supply base reduction, and increased knowledge sharing with suppliers. However, in the case of PT. PLN not all of those impacts of e-procurement were identified. For example, communication with suppliers tends to be lesser as many processes have been carried out in the eprocurement systems that reduced the needs to communicate directly with suppliers. However, PT. PLN felt that e-procurement has increased the transparency of procurement process. Table IV summarizes the impacts of e-procurement implementation of PT. PLN in the area of governance structure.
