City Improvement Districts in Johannesburg are legislated in terms of the Gauteng City Improvement District
Act No. 12 of 1997 which states that, should property owners in a demarcated geographical area, vote to
implement a three year business plan, aimed at providing complementary and supplementary services to
those provided by the City of Johannesburg (“CoJ”), an improvement district may be established. On receipt
of 50% +1 votes in number and rateable value in favour of this initiative, the City Impovement District, may
be legislated at the discretion of the Local Authority. On legislation, all levy payments become statutory and
the progress of the Improvement District is monitored by the board of directors of the management body, a
Not for Profit Company, and City of Johannesburg.
