2. Environmentally Sustainable Transport: Definition, criteria, goals and
targets
Consistent with the broad definition of sustainable development (WCED, 1987), the
specification for a sustainable transport system requires that the movement of people and
goods is provided in an environmentally, socially, and economically viable way; mobility for
any purpose is to be considered as a means rather than an end. Environmentally sustainable
mobility implies changes in behaviour and new innovative approaches at all levels of society
and sectors of the economy. Important prerequisite for realising an EST system in the long
term are conformity with ecological limits (critical levels and loads) and the prevention of
pollution.
