The 9-point scale consists of a 5-point sub-scale ~1; ~3; ~5; ~7; ~9 (Table 1). During the competitive analysis, the 5-point scale values correspond to very poor, poor, neutral, good, and very good. On the other hand, the fuzzynumbers used in the AHP process primarily represent the relative importance of one criterion over another.
These values are labeled as equally important, moderately more important, strongly more important, very strongly important and extremely more important, respectively.
