Table 4also shows that hospital workers in
Xinluo had more in-service training than those in
Liancheng. One explanation was the risk associated
with investment in training. Managers at both
Liancheng county hospital and township health
centres complained that following training, which is
a pre-requisite for promotion, health personnel were
more likely to look for better-paid jobs elsewhere.
Consequently some of health managers became
reluctant to provide more in-service training.
