concludes that the right to commercial outdoor advertising in a language of the author's' choice "is not protected by any of the provision of the covenant and ,even if such a right was implicitly provided for therein, the Charter of the Frencth Language, as amended by bill 178 , in terms of any possible infringement of such a right, is reasonable and designed to achieve objectives compatible with the Covenant" In any event,the Charter of the French Language, as amended by bill 178 , may provide Quebec with a means of preserving its specific linguistic character and give French speakers a feeling of linguistic security.
