The New Zealand Food Safety Authority (NZFSA) raised issues regarding
the clarity of proposed amendments to subclause 8(7) of Standard 1.2.4 –
Labelling of Ingredients that aims to clarify the declaration requirements of
glutamates and other substances used as components of flavourings. The
amendment aims to ensure that where these substances are used as
ingredients of flavourings they are required to be declared. This intent is
clear in the User Guide to Flavours and Flavour Enhancers. The form of
declaration is not prescribed which is consistent with other declaration
requirements in the Code. The proposed amendment however does not
provide for these substances to be declared where they are used as a
flavouring. The drafting of the proposed amendment to subclause 8(7) has
been altered in line with NZFSA comments to reflect that glutamates and
other substances specified must be declared where they are used either as a
flavouring or as an ingredient of a flavouring.
