4.4 Analysis of logistics friendliness of ASEAN nations As discussed earlier, the barriers to free trade were depicted on a six-point scale (1 ¼ not significant to 6 ¼ critically significant). These ratings were used to develop a logistics friendliness index for different ASEAN nations. The ratings were based on the interviews as discussed earlier. Table I summarizes the list of major barriers discussed earlier and their ratings. Clearly, Table I shows that customs procedures and inspections form the biggest barrier to logistics services. This concurs with the findings of USITC (2005) which identified customs barriers as the most significant obstacle to Tiers 1-2 logistics services worldwide.
