Department Heads shall design work processes, procedures and practices for each
function; and define the expected outcomes in terms of measurable goals. The use of
performance measures is an effective method to determine the efficiency and
effectiveness of the work design implemented, and to focus attention to areas requiring
improvements. The performance achieved is reviewed with respect to the preestablished
goals.
