The central News Agency went on to report on October 16, 1949, that two “secret treaties” had already been Communist China and the Soviet Union in Moscow and Harbin. According to those “clauses” of the treaties which were concenred with north Korea, Communist China would be authorized to construct air force bases in north Korea and the Chinese could retreat to the Soviet Union though north Korea in time of war and, on the other hand, north Korea would be permitted to station its troops in parts of Chilin and Antung Provinces and these areas would be turned over to Communist China at the appropriate time.
