(It is notable that most SSA countries, with
the exception of Botswana, Gabon, Mauritius,
Namibia, and South Africa, belong to that
lowest income quintile.) In contrast, the 2002
per capita GDP in the quintile of countries
with the freest trading regimes was US
$23,938 (see Figure 1). The report also found
that countries with more liberal trade policies
grew faster than did those with more protectionist
economies.3
