Total Quality Management (TQM) principles and practices are believed to underpin the evolution of learning organization, and is an excellent first step toward a learning organization. Organizations need to recognize that continuous improvement activities create the required environment for organizational learning to occur (Terziovski et al., 2000).The concept of a learning organization has elements of prescription, in that it follows the western conceptualization of the adoption of Japanese practices that incorporate the philosophy of total quality management (Wyer et al., 2000).
