As well as setting the scope for the e-government strategy exercise at this stage, these objectives and principles can also be used to develop the criteria against which e-government proposals may be evaluated and/or prioritized. This is the essence of ‘portfolio’ or ‘program’ management: using criteria to align projects with agency strategy. Typical prioritization criteria are a mix of impact (benefit) and implementation (cost) factors, and are judged from a mix of rational and political standpoints
