He developed a scale for measuring human behavior which he argued was the central variable in all organization behavior. The scale measured interaction style along a continuum from "exploitative authoritarian" through "benevolent authoritarian" to "consultative" and finally to "participative,group-based" behavior (Likert,1967) This scale meant not only that group or team behavior could be measured but that it could be tracked, and changes in behavior therefore could be verified. Ultimately,this meant that team building effectiveness could be measured.
