The Hyogo Framework for Action provides the foundation for the implementation of disaster risk reduction. Agreed at the World Conference on Disaster Reduction in January 2005, in Kobe, Japan, with the support of 168 Governments, its intended outcome
for the decade is “the substantial reduction of losses, in lives and in the social, economic and environmental assets of communities and countries”. It specifically identifies the need to “promote the integration of risk reduction associated with existing climate variability and future climate change Based on a review of past successes and failures in reducing disaster risks, the Hyogo Framework sets out five priorities for action, each elaborated into a number of specific areas of attention.
