as will any significant expansion of tertiary education, where unit costs are comparatively high. This has to
be considered against a budget in which the proportion of government expenditure on the social services
(education, medical and health, housing and social welfare) over the past seven years (1974/75 - 1980/81)
has been within a range of 40-45 per cent. The capacity for expansion is clearly not unlimited and
educational priorities have to be determined within the total needs of the community as a whole.
