Factor 1 that effected the Thai local democracy included government policy, the Ministry of Interior responsible for organizational and administration structure at every levels, the Election Commission, and media and information concerning election, knowledge and recognition of democracy.
Factor 2 included political culture, political influence from national politicians, and local interest groups. These Factor 1 and Factor 2 were closely related to degree of which people involvement in political agenda, how election campaigns were implemented, and corruption during election.
