health in their organization and through snowballing until saturation
were reached. In total, 32 potential respondents were identified
and approached for interview, of which 19 key informants
participated in the study. They included representatives from relevant
divisions of the Ministry of Public Health and Sanitation
(MOPHS), Ministry of Medical Services (MOMS), NGOs, international
organizations, donors and universities who had participated
in the iCCM policy process at national level (Table 1). It became
apparent during data collection that a number of the proposed
NGO respondents had not been involved in iCCM policy discussions
and hence they were not further pursued for interview.
