Impact of Organization Problems (Fl) on Database Problems (F3)
If databases are to serve business needs, data management efforts must involve users
[22]. Users must identify their needs in order to permit the definition of their databases.
Without user involvement (no. 13 in Fl) in defining their databases, problems will
proliferate regarding priority setting for developing specific databases (no. 26 in F3)
and regarding their integration within an overall architecture (no. 25 in F3). Without
an understanding of the complexity of users' database needs, planners may overlook
the need for sufficient data administration personnel (no. 44 in F3). Moreover, without
considering organizational goals and strategies (no. 9 in Fl) and understanding the
current applications portfolio (no. 13 in Fl), planners may find it very difficult to set
priorities for new databases (no. 26 in F3).
