The implementation of zoning can be on a voluntary basis or
enforced by byelaws (Ratcliffe, 1992). In the U.K., byelaws
governing beach use by way of zoning can be made under
provisions of sections 82 and 83 of the Public Health Acts
(Amendment) Act 1907 (Weymouth Tourist Information Centre,
2008). Byelaws cover most subjects, although the most common
relate to restricting dog access to certain beaches or areas of a
beach fromall year to only part of the year (SouthHams District
Council, 2008; Teignbridge District Council, 2008).
