Taking a cue from the migration-related policy of President Aquino’s “Social
Contract with the Filipino People” to make working abroad a choice rather
than a necessity and to prioritize the protection of Filipino citizens who
opt to become OFWs, the Commission on Filipinos Overseas reviewed
and reframed its vision and mission. Envisioning overseas Filipinos as
contributing members to their countries of residence and/or employment
while maintaining their links to the Philippines, the CFO defined its new
mission “to be the Philippines’ premier institution in promoting policies,
programs, and projects with a Migration and Development framework for
the strengthening and empowerment of the Filipino overseas community.”
