After reviewing your case, I have verified that your seller account is currently on the Individual Selling plan. Currently, sellers on the Individual Selling plan do not have the option to edit Shipping fees. This feature is available only to sellers on the Professional Selling plan.
If you would like to edit your Shipping fees, you must upgrade your seller account to the Professional selling plan.
