Thailand tourism industry has brought a large foreign exchange revenue contributing substantially to its GDP. It has
also created economic and social development. However, the tourism industry has become even more fiercely competitive,
and that in turn promotes cultural heritage tourism, which has competitively unique advantages. This article aims to propose
the concept of cultural tourism development, the approaches to develope and promote cultural tourism, and the tourism
management framework. A way toward balancing cultural dimension and economic dimension will hopefully lead to the
sustainable development of cultural heritage tourism in Thailand.
